Regional forum on the effective implementation of the STCW Convention and Code

Manila, Philippines — The International Maritime Organization (IMO), in partnership with the Maritime Industry Authority (MARINA) of the Republic of the Philippines, successfully convened the Regional Forum on the Effective Implementation of the STCW Convention and Code from 17 to 19 February 2026 at Okada Manila. Held under the theme “Navigating Change: Regional Action on STCW Compliance,” the three-day high-level gathering brought together maritime regulators, policymakers, industry leaders, training institutions, and international experts to address the evolving landscape of global seafarer education and certification.

The forum forms part of the IMO’s ongoing comprehensive review of the 1978 STCW Convention, as amended a strategic initiative to ensure that global standards of training, certification, and watchkeeping remain responsive to technological innovation, decarbonization imperatives, and the growing emphasis on the human element of maritime operations.

Day One: Regulatory Reform, Global Dialogue, and Institutional Engagement

The event opened with welcome remarks from MARINA Administrator Hon. Sonia B. Malaluan and messages from Philippine transportation officials, alongside IMO Secretary-General His Excellency Arsenio Dominguez. The ceremony highlighted the Philippines’ longstanding role as one of the world’s largest suppliers of seafarers and reaffirmed its commitment to maintaining compliance with international standards under the STCW Convention.

A key highlight of the first day was the press conference led by Secretary-General Dominguez, attended by members of the media, press representatives, and maritime journalists. During the engagement, the Secretary-General outlined global maritime priorities, including greenhouse gas reduction measures, the decarbonization pathway for international shipping, digital transformation initiatives, and updates on the comprehensive STCW review process. The dialogue underscored the importance of transparent communication and collaborative engagement between regulators, industry, and media stakeholders.

Technical sessions during the morning and early afternoon examined the framework of the STCW review, focusing on policy coherence, competency modernization, and effective implementation strategies at the national level. Experts emphasized the need to strengthen quality assurance systems and ensure that regulatory amendments are both practical and aligned with real-world shipboard operations.

In the afternoon, discussions turned to the challenges and opportunities associated with training seafarers for ships using alternative fuels such as methanol and other low- and zero-carbon energy sources. Panelists addressed the importance of developing structured “train-the-trainer” programs, aligning curricula with emerging propulsion technologies, and investing in advanced simulation platforms to maintain safety and competence amid industry transition.

Concluding the first day’s official program, Secretary-General Dominguez visited the MARINA Central Office for a facility tour and institutional briefing. The visit provided an opportunity for the Secretary-General to observe MARINA’s operational structure, regulatory functions, and training oversight mechanisms, including the STCW Office. The engagement further strengthened cooperation between the IMO and the Philippine maritime administration and demonstrated MARINA’s institutional readiness in advancing compliance and reform initiatives. The day concluded with a formal welcome dinner for delegates, panelists, and international guests.

Day Two: Human Element and Gender-Responsive Maritime Governance

Day Two of the forum shifted focus to governance reforms and the human dimension of maritime safety. A dedicated session addressed the STCW Code amendments on violence and harassment at sea, reinforcing that shipboard safety encompasses both technical proficiency and a culture of dignity, accountability, and respect. Stakeholders discussed reporting systems, enforcement mechanisms, and collaborative roles of governments, training institutions, shipowners, and seafarer organizations in ensuring implementation.

Another key session explored gender mainstreaming in maritime administration. Participants emphasized integrating gender perspectives into policymaking processes, institutional frameworks, and workforce development strategies. Discussions highlighted inclusive leadership and gender equity as fundamental pillars for sustainable maritime growth.

Delegates also visited leading maritime training and simulation facilities in Cavite, observing advancements in simulator-based instruction and green-skilling programs that support updated competency requirements.

Day Three: Competency Adaptation and Future Skills Development

The final day addressed structural issues in maritime education and training, including the proposed substitution of approved seagoing service with alternative competency-based measures in certain cases. Experts examined safeguards necessary to preserve training quality, credibility, and global recognition of certificates.

A session on 21st century and non-technical behavioral skills highlighted leadership, communication, adaptability, and cultural competence as critical competencies in modern maritime operations. As shipping becomes increasingly complex and technologically sophisticated, participants emphasized the importance of maintaining strong foundational seamanship while integrating modernization efforts.

The forum concluded with the awarding of certificates and closing remarks reaffirming continued regional cooperation in strengthening STCW implementation.
