Layag Program Officially Launched To Strengthen Passenger Assistance And Maritime Safety

The official launch and rollout of the “Lakbay Alalay ng Gobyerno” (LAYAG) Program was successfully conducted on May 25, 2026 at the Batangas City Port Passenger Terminal, gathering key government agencies, shipping operators, maritime stakeholders, and members of the public in support of safer, more efficient, and accessible sea travel in the Philippines.

The event served as a major initiative aimed at strengthening passenger assistance and improving coordination in ports nationwide, especially during peak travel periods. The program seeks to provide better guidance, safety support, and public service for passengers traveling through major seaports across the country.

The ceremony featured opening remarks from Sonia B. Malaluan, who emphasized the importance of improving passenger welfare and ensuring smooth maritime transport operations. Representatives from the Department of Transportation and several shipping operators also expressed their full support for the initiative, highlighting the need for stronger collaboration among government agencies and maritime stakeholders.

Officials likewise announced that the government allocated a ₱200-million budget for the implementation of the LAYAG Program. The funding will be used to enhance passenger assistance desks, improve port support services, strengthen security and safety measures, and deploy additional personnel in strategic ports nationwide. Authorities said the initiative aims to provide faster response, organized assistance, and safer travel experiences for passengers using the country’s maritime transport system.

A press conference and photo opportunity were also conducted during the event to discuss the objectives, operational plans, and expected long-term impact of the program on the maritime sector and the riding public.

The successful launch of the LAYAG Program highlighted the government’s continuing commitment to improving maritime public service and passenger welfare. Participants welcomed the initiative, recognizing its importance in strengthening coordination, accessibility, and assistance for travelers in major ports throughout the Philippines.
