DMW Signs 2026 Rules and Regulations for Sea-Based OFWs and Updates Standard Employment Contract for

The Department of Migrant Workers (DMW), led by Hans Leo J. Cacdac, formally signed the 2026 DMW Rules and Regulations Governing the Recruitment and Employment of Sea-Based Overseas Filipino Workers and the updated Standard Employment Contracts Governing Overseas Filipino Seafarers and Fishers during the Overseas Filipino Workers Global Summit held at the Quezon City Hall M.I.C.E. Center. The signing marked a significant step in strengthening the legal and regulatory framework that protects Filipino maritime workers employed aboard international vessels. The event forms part of the government's continuing efforts to promote the welfare, safety, and rights of Filipino seafarers and fishers who contribute substantially to the global maritime industry.

The 2026 DMW Rules and Regulations Governing the Recruitment and Employment of Sea-Based Overseas Filipino Workers serve as the official framework for the recruitment, deployment, employment, and protection of Filipino seafarers and overseas fishers. The regulations define the responsibilities and obligations of licensed manning agencies, employers, principals, and other stakeholders involved in the overseas employment process. They also establish standards designed to ensure ethical recruitment, compliance with labor and maritime laws, and safeguards against illegal recruitment, contract violations, exploitation, and other practices that may adversely affect Filipino maritime workers. Through these measures, the government seeks to create a more transparent, accountable, and worker-centered overseas employment system.

Meanwhile, the updated Standard Employment Contract (SEC) provides the minimum terms and conditions governing the employment of Filipino seafarers and fishers working overseas. The contract outlines essential provisions covering wages, working hours, overtime compensation, leave benefits, medical treatment, repatriation, disability compensation, insurance protection, and other employment-related rights and obligations. By establishing uniform standards applicable to all covered workers, the SEC helps ensure that Filipino maritime professionals receive consistent protection regardless of the vessel, employer, or trading route. The updated contract also reflects evolving industry practices and strengthens mechanisms for the protection of workers throughout their employment period.

The signing of these measures is likewise aligned with the implementation of Republic Act No. 12021, the Magna Carta of Filipino Seafarers, which aims to further enhance the rights, welfare, and professional development of Filipino maritime workers. During the ceremony, representatives from various maritime organizations, industry associations, manning agencies, labor groups, government agencies, and other key stakeholders were present, demonstrating broad support for the initiative. The adoption of the 2026 regulations and updated contracts underscores the government's commitment to ensuring that Filipino seafarers and fishers remain protected, competitive, and globally recognized while serving aboard vessels around the world.
