A renewed discussion on global ship recycling regulations is gaining attention as industry stakeholders call for greater cooperation between existing international frameworks governing the recycling of end-of-life vessels. The debate centers on the relationship between the Hong Kong International Convention for the Safe and Environmentally Sound Recycling of Ships (HKC) and the Basel Convention, which both influence how ship recycling activities are regulated worldwide.
Industry experts and organizations have argued that the long-standing view of the two conventions as competing regulatory systems may be slowing progress in improving ship recycling practices. Recent studies and assessments indicate that facilities operating under HKC requirements have demonstrated improvements in worker safety, environmental protection, and operational oversight, particularly in major recycling centers in South Asia.

The Hong Kong Convention entered into force in June 2025, establishing globally recognized standards for ship recycling facilities, hazardous material management, environmental safeguards, and worker protection. However, differences between the HKC, the Basel Convention, and regional regulations such as the European Union Ship Recycling Regulation continue to create regulatory complexity for shipowners and recycling yards.
Maritime organizations are encouraging regulators to focus on harmonizing these frameworks rather than treating them as opposing systems. Several industry groups have proposed stronger coordination between the International Maritime Organization (IMO) and Basel Convention bodies to support consistent implementation and reduce uncertainty across the sector.

The issue is gaining urgency as industry forecasts suggest that more than 16,000 vessels could reach the end of their operational lives over the coming decade. Stakeholders have warned that unresolved regulatory differences may delay investment in recycling infrastructure, workforce development, and environmental compliance systems needed to handle the expected increase in recycling demand.
As discussions continue within international regulatory forums, maritime stakeholders are seeking a clearer and more unified approach that supports safe, environmentally responsible, and globally consistent ship recycling practices.
