Department of Migrant Workers (DMW) Secretary Hans Leo J. Cacdac has filed a Motion for Reconsideration before the Office of the Ombudsman, seeking a review of the dismissal of graft, malversation, and plunder complaints linked to the ₱1.415-billion property acquisition of the Overseas Workers Welfare Administration (OWWA).

The motion, filed on July 17, 2026, challenges the Ombudsman’s June 19 resolution, which dismissed several allegations but found probable cause to indict former OWWA Administrator Arnell Ignacio for alleged usurpation of official functions under Article 177 of the Revised Penal Code.

The Ombudsman stated that Ignacio allegedly proceeded with the property purchase without prior approval from the OWWA Board of Trustees, which was considered beyond his official authority.

In his appeal, Secretary Cacdac argued that other charges should also be reconsidered, claiming that the transaction caused financial harm to the government due to the property’s purchase price exceeding the Land Bank of the Philippines’ valuation by ₱198 million.

The motion also raised concerns over the demolition of 51 condominium units valued at approximately ₱97 million, which were reportedly included in the government-funded acquisition.

Cacdac emphasized that the DMW will continue pursuing legal actions to protect OFW welfare funds, promote accountability, and ensure that government resources are properly safeguarded.
