The Department of Foreign Affairs (DFA) is preparing to introduce a next-generation Philippine passport with improved security features, with an indicative launch targeted for 2028. The plan was presented during a House budget hearing on September 3, 2026, as part of the department’s preparations to upgrade the country’s passport system.

DFA Assistant Secretary Emil Fernandez said the new passport is expected to feature a redesigned booklet, additional pages covering its full 10-year validity, stronger security features, and the latest contactless chip technology. These changes are intended to update the Philippine passport and strengthen the security of the travel document.

The DFA has allocated around ₱2.8 billion in its proposed 2027 budget for the introduction of the next-generation passport. Fernandez said the 2028 launch remains indicative, as the department will first need to complete the requirements and preparations necessary for the rollout over the coming year.

The passport project will be funded under the DFA’s Maintenance and Other Operating Expenses. The department has proposed a total budget of ₱35.173 billion for 2027. As of July 31, 2026, the DFA reported that it had issued approximately 1.578 million Philippine passports.
